There are many baikal teals, which is an endangered species of ducks that come to visit this sanctuary. The Kaga City built this observatory in 1984 and in 1993, this observatory was registered under the "Convention on Wetlands of International Importance especially as Waterfowl Habitat". Members of the "Wild Bird Society of Japan" are always at the observatory to provide explanations to visitors and the staffs also participate in conservation activities for the sanctuary.

This mountain park has Mt. Hakusan as its main peak (2,702m) which stretches over Ishikawa, Toyama, Gifu and Fukui Prefecture. The biggest characteristic of this park is its untouched primitive atmosphere, where one can find the park containing alpine plants on the area formed by volcanic activities on top of the peak, as well as Siberia Dwarf Pine forests and Beech trees that are in the middle part of the mountains. Moreover, the northern part of Mt. Hakusan is famous for nurturing large-sized mammals such as the Japanese Snow Monkeys, the Asiatic Black Bear and the Goat Antelopes. Mt. Hakusan has a long history as a mountain of ancient faiths. In recent years it has been equipped with mountain trails and lodging facilities and people can enjoy climbing Mt. Hakusan easily and safely, and visitors can get a fantastic view of the various alpine plants blooming at the top of the mountain.
